What are some of the obstacles to the Church moving into the valid ministry of casting out demons?

Can deliverance fail? This is, in essence, the same question raised by Jesus’ first disciples. When these disciples were unable to cast out a spirit of epilepsy, they were puzzled and asked Jesus the reason for their failure. What are some of the conditions that must be met prior to deliverance?
All must forgive all who have trespassed against us
We must repent of any and all sin in our life
We must destroy all paraphernalia that give demons a legal right (occult objects and literature, etc).
We must want deliverance so desperately that we are willing to change our ways and come under discipline
We must move beyond passivity in our walk with the Lord, and develop an active spiritual walk

So if this was of such importance to Jesus, where did this ministry go?
Consider... Jesus cast demons out of children. If children are innocent in the eyes of God, then how could they have demons? It is not fair, but it is true, nonetheless. In one such encounter with a child who was grievously vexed with a demon, Jesus referred to the ministry of casting out demons as "the children's bread," (Matthew 15).
The casting out demons is called "the children's bread" by Jesus Himself
Jesus told the mother of the little girl that it was a ministry only for the children of God.

Most theologians who recoil at the thought of Christians having demons are basing on their opinion on mental images formed through watching Hollywood movies, not the Bible. Fear from watching movies is not a valid basis for rejecting the validity of a ministry initiated by Jesus. There was a high frequency and consistency in which Jesus engaged the enemy, through casting out demons, as seen in Matthew, Mark and Luke.
Fear is always a tool of the enemy. Fear is what Satan uses to torment us.
Fear is in itself demonic. Jesus' "Perfect love casts out fear."
Most often, those who reject this ministry have never engaged a demon, ever
Lack of knowledge of the enemy, his tactics and his strategies, is not a valid reason to reject a ministry initiated by Jesus
We must rely upon the Holy Spirit for the ministry of deliverance and nothing else, not the arm of the flesh or the voice of demons.
